Important Update
We have recently upgraded our permit application portal to make this more customer friendly. In addition, our Permits are now Virtual which means that you won’t need a physical permit displayed in your windscreen. Details of your vehicle and permit are now all securely stored on our officer’s handhelds. We are trying to reduce our paper and carbon footprint; therefore, No Paper Permits will be issued.
If this is the first time you are using our upgraded permit portal, you will need to create an account. Please note this is not your My Monmouthshire (MCS) login.
Once you have successfully registered your account, you will then be able to apply for your permit. Once your application has been reviewed and accepted by our team, you will then be able to pay for your permit online.
A Seasonal Long Stay car park Permit can be purchased by anyone. It allows you to park in any of our Monmouthshire County Council Long Stay pay and display car parks only without time restriction during the validity of the permit. You don’t have to be a resident of Monmouthshire to apply for this permit.
This Permit does not entitle you to use our Short Stay Car Parks.

The Seasonal Long Stay permit is valid in all Abergavenny, Chepstow and Monmouth pay and display Long Stay Car Parks only (in any normal pay and display bay.) This does not include any reserved bays such as Disabled or Electric Vehicle (EV) bay. You are also not entitled to any on-street parking concessions with this permit.
Seasonal long stay car park permits are issued to one vehicle only and cannot be transferred to a different vehicle without our permission.
You will be asked to provide vehicle documentation upon your submission of your application.
Current costs and durations of a Seasonal Long Stay Car Park Permit:
- £145 – 3 months
- £280 – 6 months
- £545– 12 months
