Integrated Sustainability Appraisal (ISA)

There is a statutory requirement for emerging Local Development Plans (LDPs) to be subject to Sustainability Appraisal. The role of the Sustainability Appraisal is to assess the extent to which the emerging policies will help achieve the wider environmental, economic, social and cultural objectives of the Replacement Local Development Plan (RLDP).

Sustainability Appraisal Scoping Report

The Sustainability Appraisal Scoping Report for the Monmouthshire RLDP outlines the proposed approach to the RLDP’s Sustainability Appraisal (SA), incorporating Strategic Environmental Assessment (SEA).

This report is the first stage of an ISA process and sets out the sustainability appraisal issues and objectives/criteria against which the RLDP strategy, policies and proposals will be assessed.  This has involved a review of the plans, programmes, strategies and policies relevant to the preparation of the RLDP, together with a review of the environmental, social and economic baseline characteristics of the County which are updated throughout the Plan preparation process.

Initial Integrated Sustainability Appraisal Report

The Initial ISA report is the second stage of the SA process and appraises the social, economic, cultural and environmental effects of the RLDP Preferred Strategy.

Habitats Regulations Assessment (HRA)                                                           

The Conservation of Habitats and Species Regulations (2010) require that HRA is applied to all statutory land use plans in England and Wales. The purpose of HRA is to assess whether the Plan proposals would have any significant adverse effects on designated sites defined under Regulation 10 of the Habitats Directive; which includes Special Areas of Conservation (SACs) and Special Protection Areas (SPAs).

This initial screening report is the first stage of the Habitats Regulations Assessment (HRA) being carried out in respect of the Monmouthshire RLDP.

Habitats Regulation Assessment of the Monmouthshire RLDP Preferred Strategy

The purpose of the assessment was to identify any aspects of the RLDP Preferred Strategy that might cause an adverse effect on the integrity of Natura 2000 sites, otherwise known as European sites (Special Areas of Conservation (SACs), Special Protection Areas (SPAs) and Ramsar sites), either in isolation or in combination with other plans and projects, and to advise on appropriate policy mechanisms for delivering mitigation where such effects were identified.
