Improved active travel connectivity between Undy to Rogiet, is a council strategic priority. Additional proposals are to improve routes through Rogiet – Phase 2 and Severn Tunnel Junction station (STJ) to Caldicot – Phase 3. The aim of the full scheme, Phases 1 – 3
- Provide a direct, coherent, and attractive active travel route between Undy, Rogiet, and Caldicot
- Improve provision and perceived safety for active travel
- Increase the number of active travel journeys being undertaken between Undy, Rogiet, and Caldicot
- Improve access to public transport by active modes, including STJ and Caldicot station
- Improve access by active modes to Rogiet Primary School and Caldicot School
Public consultation
Following wider consultation on the Active Travel Network Map, which identified a walking and cycling link between Undy and Rogiet as a county-wide priority, scheme-specific proposals were consulted on in October 2023.
B4245 Rogiet-Undy active travel path (Phase 1A and 1B) – 96% of people consulted were ‘very-‘ or ‘quite supportive’ of the proposed Rogiet to Undy active travel path, which is as expected given that there is currently no direct, accessible link for active travel. Many urgently want to have the option of active travel and find existing provision inadequate. The vast majority said the proposed improvements would influence their modal choice for local trips.
Comments focused on the potential for the proposed active travel path to be a safe, accessible, practical, sustainable, healthy, and affordable option. It is seen as a much-needed link ‘for all’ between communities. There was concern from some about the proximity of the path to the B4245, the potential for conflict between path users, the path’s impact on local biodiversity and the possibility of traffic congestion or loss of road width. We will address these concerns through design, applying best practice and analysis of impact to the local setting. Please see the FAQ’s section below for further details.
This route is seen as a step in connecting Magor and Undy to Severn Tunnel Junction, Caldicot and further afield. A typical comment said: ‘This is a plan that will benefit the residents and visitors of the related areas, and promoting more environmentally friendly travel modes, e.g., combined of walking/cycling and train instead of driving.’
Rogiet Station Road (Phase 2) – Over half of people consulted travel along Station Road to get to public transport (Severn Tunnel Junction railway station) and the majority frequently use the route for purposeful journeys. Most said that wider pavements and general improvements to the active travel infrastructure would encourage them to walk and/or cycle along Station Road, where currently more than three quarters of people consulted mainly drive along it.
Rogiet to Caldicot proposed AT route (Phase 3) – 92% of respondents said ‘Yes’ to the question ‘Would you support Phase 3 Rogiet to Caldicot Active Travel route section?’
Monmouthshire County Council secured 26-27 Cardiff Capital Region Road Safety/Safe Routes in Communities funding to construct improvements to the Undy section of the B4245, splitting the scheme into phase 1A: Undy road safety scheme and 1B: Undy to Rogiet.
Phase 1A was prioritised because of a collision in Undy, which underlined the need for safer crossings and traffic calming along the B4245. This allows us to improve urban road safety and get the wider route started, whilst phase 1B needs finalisation of land permissions and design before construction funding can be sought.
The Undy Road Safety scheme will be constructed in early 2027. The scheme includes highway improvements to support road safety and walking, wheeling and cycling routes in Undy around the B4245, from Church Road to the eastern end of Magor with Undy.
The consultation for this scheme is open until September 23rd 2026.
The planned work includes:
- Install Toucan (push-button controlled) crossing at pedestrian entrance to Pankhurst Drive/Rockfield Farm housing area.
- Convert footway on north side of B4245 to shared use path between Pankhurst Drive and The Elms
- Narrow junction splays and upgrade pedestrian crossing points on Rockfield Grove and Church Road
- Replace bus laybys with in-line bus stops
- Reposition and update bus shelters, add real-time bus information displays
- Highway resurfacing
The scheme addresses recognised issues with pedestrian safety and vehicle speeds at crossings and bus stops with the built-up area along the B4245. Students attending Caldicot School have to cross the road for the bus stops to make the return journey from school, and Safe Routes in Communities funding is focused on improvement to routes within urban areas and routes to school.

A study of options for active travel improvements in the area concluded that a three-metre wide, shared-use path to the southern side of the B4245 between Rogiet and Undy is the preferred option. Projects such as this one are developed from concept through to detailed design in the WelTAG (Welsh Transport Appraisal Guidance) process. Projects are then dependent on the approval of funding from bodies such as Welsh Government for the construction phase. We are currently at the detailed design stage of the process (WelTAG Stage 3).

A WelTAG Lite study of route options from the B4245 junction with Station Road, Rogiet, and Severn Tunnel Junction railway station has been completed. Further developement will be progressed when funding is available.

Based on this, Transport for Wales (TfW)’s Design Office are progressing outline designs for the most viable route option. The route of existing walking and cycling provision along the B4245 Rogiet to Caldicot is also the subject of TfW’s ‘Nudge 20’ pilot study.
