Structural assessments have identified concerns with the bridge that require immediate action to ensure safety and keep the bridge open.

To address this issue, temporary traffic management is necessary while we work towards medium- and long-term solutions.

  • Weight Restriction – The bridge will have a 3.0 tonne weight limit.
  • Lane Reduction – Traffic will be reduced to a single lane running across the bridge. Temporary traffic lights will manage traffic.
  • Pedestrian access: Pedestrians will still be able to use the bridge.

These measures are being implemented to reduce stress on the bridge structure and maintain safe passage for vehicles while we collaborate with specialist consultants to formulate both medium-term and long-term solutions to resolve the identified structural issues.

We will continue to monitor the condition of the bridge regularly, as well as the effectiveness of the traffic management.

We do not currently have a completion date for the work, and the temporary traffic lights and single-lane arrangement are expected to remain in place for an extended period until a suitable solution is implemented.

Traffic Monitoring

A new traffic camera has now been installed on the route. Traffic data will begin to be collected and monitored to help us better understand traffic movements and inform future decision-making.

Continuing Structural Assessments and Monitoring

We have commissioned engineering consultants WSP to carry out a programme of work to help us better understand the condition of the structure and support its ongoing management.

This work includes:

  • Reassessing the bridge deck to confirm its current load-carrying capacity and understand how any future deterioration may affect the structure.
  • Producing updated technical assessments and monitoring thresholds to guide future maintenance and operational decisions.
  • Designing and overseeing the replacement of the protective anti-spall netting beneath the viaduct.
  • Continuing regular inspections and monitoring of the structure, including six-monthly inspections and annual specialist surveys.

Additional Independent Review

Alongside these assessments, Monmouthshire County Council has commissioned Mott MacDonald to undertake an independent Category III review of the structure.

This provides an additional level of assurance by independently checking the assessment methods, calculations and conclusions used to evaluate the viaduct’s condition. Given the significance of the defects identified during recent inspections, this extra level of scrutiny will help ensure that future decisions are based on the most robust and reliable information available.

Assessments of Diversion Routes

We are also reviewing other structures along designated diversion and access routes to ensure they remain suitable for the current 40-tonne weight restriction. Some of these structures have not been assessed in recent years, and updated assessments will provide additional assurance regarding their ongoing capacity and suitability.

Next Steps

The council continues to work with specialist engineers and transport partners to monitor the condition of the structure, understand any changes over time and ensure that appropriate measures remain in place to maintain safety while minimising disruption to residents, businesses and visitors.

Green Man Festival

We have been working closely with the Green Man Festival organisers to help manage traffic during this year’s event.

The festival organisers have been made aware of the current weight restrictions on the structure and are working with traffic management specialists to explore additional measures, including the potential manual control of traffic signals, to help keep traffic moving safely and efficiently throughout the festival.

Powys County Council and the South Wales Trunk Road Agent (SWTRA) have granted the necessary traffic management approvals.

Consultants 

We have placed orders with WSP to undertake the following works: 

  • Further analysis of the bridge deck. 
  • Design of protective netting for the entire structure. 
  • Completion of further CS 470 assessments of the structure to obtain updated condition data, validate previous findings, and inform the ongoing management of the viaduct. 

Signage 

We are working with the Traffic Section to review and upgrade the signage in the area. A meeting will also be arranged with Powys County Council to ensure that all signage is appropriate and that Powys is satisfied with the proposed arrangements. 

Green Man Festival 

We have spoken with the festival organiser and advised them of the weight restriction on the structure. They have confirmed that measures will be put in place to ensure vehicles are not directed across the viaduct. 

We have also contacted the Army regarding vehicles crossing the structure during this period. 

Testing and Reports

We are currently awaiting the results from the concrete testing, which are expected during the week commencing 26 June 2026. These results will be incorporated into the final CS470 report, enabling us to determine a long-term strategy for the structure.

Camera Installation

AI cameras have been procured for installation on the bridge. A purchase order has also been raised to connect power via the nearby lamp column.

A splitter will be installed to ensure:

  • Continued use of the column for Christmas lighting, and
  • A separate electrical feed for the camera system.

Enforcement

We are exploring options to introduce enforcement capabilities.

Surrounding Structures

WSP has been commissioned to undertake assessments of surrounding structures, to establish their current weight limits. This work is intended to provide a comprehensive understanding of the wider highway network.

Next Steps

  • Obtain a cost estimate for installing netting beneath the bridge
  • Explore the feasibility of creating new access to the structure, subject to landowner approval
  • Review the report findings to determine whether the removal of lighting is possible

Weight Limit Consultation

Tap Test

Wren Works have been procured to undertake a tap survey of the beams beneath the carriageway.

  • Start date: 25 February 2026
  • Duration: Approximately 2 weeks
  • Traffic management: Full road closure during working hours
    • 09:00 – 15:30 (daytime closure)
      These closures are required to ensure the works can be carried out safely.

Drone Survey

Landscope have been commissioned to carry out a drone survey of the structure.
This will allow detailed inspection of cracking and provide a baseline condition record for any future monitoring or investigations.


Consultants

  • WSP continue to assess the structure with the objective of enabling a return to two‑lane operation and a 7.5t weight limit.
  • We are also engaging with a second consultancy to independently verify the results and methodology.

Traffic Management

Our Traffic team has been asked to investigate the following measures:

  • Introducing chicanes on the approach to the viaduct to slow vehicles.
  • Installing VMS (Variable Message Signs) in the village to alert overweight vehicles not to cross the viaduct and instead rejoin the A465.

Business Support

Our Regeneration team has met with local businesses to identify what assistance can be provided to support them during the ongoing restrictions.
