Monmouthshire County Council has successfully prosecuted Anthony Manson following a deeply distressing case of animal neglect which resulted in the death of a young pony.

Following a report from members of the public, a pony was found tethered without access to water or shelter in Tintern, Monmouthshire. The pony was described by witnesses as extremely thin and shivering.

Monmouthshire County Council officers investigated the site and encountered Mr Manson with the malnourished pony. Despite attempts to engage with him and assess the animal’s condition, Mr Manson obstructed the officers and refused to cooperate.

A warrant was granted for the seizure of the pony, which was carried out on 19th October 2023 in collaboration with Gwent Police.

Upon investigation, it was determined that the land was unsuitable for keeping animals. It lacked adequate shelter, access to water, and had limited grazing areas. Additionally, a carcass was discovered in a state of decay, partially hidden in the woodland on Mr Manson’s property.

A veterinary expert reviewed the photographic evidence and later examined the remains. Redwings, the UK’s largest horse welfare charity, played a key role in enabling formal action to be undertaken.

Mr Manson was convicted of an offence under Section 9 of the Animal Welfare Act 2006 and was given an 18 week custodial sentence. Furthermore, the Magistrates Court imposed an Indefinite Animal Disqualification Order under Section 34 of the Animal Welfare Act 2006, prohibiting Mr Manson from owning, keeping, or being involved in the care or transport of animals, with the exception of dogs. The prosecution was awarded costs in the sum of £13,913.30.

This case highlights the importance of vigilance and swift action in protecting animal welfare. The suffering endured by this pony was prolonged and entirely preventable. Monmouthshire County Council is committed to ensuring that individuals who fail in their duty of care are held accountable.
