Replacement Local Development Plan (RLDP) Preferred Strategy and Second Call for Candidate Sites

The Council has reached the Preferred Strategy stage of the RLDP process which is the first statutory consultation stage in the Plan preparation process. The Preferred Strategy provides the strategic direction for the development and use of land in Monmouthshire (excluding the area within the Brecon Beacons National Park) over the Plan period 2018 to 2033 and identifies how much growth is needed and where this growth will broadly be located. It represents the completion of a period of Pre-Deposit Plan preparation and engagement, the outcome of which has had a clear influence over the selection of the Preferred Strategy.

The overall aim of the Preferred Strategy is to:

  • Identify key issues, challenges and opportunities for the County
  • Develop a Vision and set of Objectives for the RLDP that respond to the key issues, challenges and opportunities
  • Set out the preferred level of growth (housing and employment) and broad spatial distribution of this growth
  • Set out the Strategic Policies that will deliver/implement the Strategy

We are currently consulting on our:

RLDP Preferred Strategy;

Integrated Sustainability Appraisal Report; and

Habitats Regulations Assessment.

In view of the restrictions associated with the Covid-19 pandemic, arrangements have been made for these documents to be viewed at the Council’s principal office at County Hall, Usk via prior arrangement. To view the documents at County Hall please contact the Planning Policy Team to make an advance appointment. 

The consultation documents can also be viewed at Council’s Community Hubs and Gilwern Library via the pre-booked browsing service during their opening hours. Take-home paper copies of the Easy Read version and consultation response form can be obtained from the Hubs and Library via the request and collect service. Please note that these services require an appointment to be made in advance. Details of which are available here.  These options may be subject to change if Covid-19 restrictions change during the consultation period.

How to have your say on the Preferred Strategy Documents

The Preferred Strategy, Initial Integrated Sustainability Appraisal and Habitats Regulations Assessment documents are available for public consultation from Monday 5th July to Tuesday 31st August 2021.

Comments are invited on the questions set out in the Preferred Strategy. You can comment on the RLDP Preferred Strategy consultation documents via:

•             The RLDP Consultation website and the consultation questions (requires prior registration to enable the submission of comments), a user guide is available to assist you with this, or

•             By using a standard representation form

Completed forms can be emailed to planningpolicy@monmouthshire.gov.uk or posted to Planning Policy, Monmouthshire County Council, County Hall, The Rhadyr, Usk, NP15 1GA. Please note that due to the Covid-19 pandemic the Planning Policy Team are all working from home. Therefore, to assist with the efficient processing of responses we would encourage you to submit your comments via the RLDP Consultation Website or email.

The deadline for submitting comments is midnight on Tuesday 31st  August 2021. Responses cannot be accepted after this date. Please note that all comments received will be available for public inspection and cannot be treated as confidential.

Attend an Engagement Event

Two virtual engagement events will take place during the consultation period, whereby officers will present the Preferred Strategy and respond to questions.  While places are unlimited for the virtual sessions, advance booking is required to attend these engagement events. The virtual sessions on the Council’s Preferred Strategy will be held on the following dates:

A number of ‘drop-in sessions’ are also being held throughout the County during the consultation period where you can book an appointment in advance to speak to a planning officer about the Preferred Strategy consultation documents. Places are, however, limited to comply with the ongoing restrictions associated with the Covid-19 pandemic. Should there be a further lockdown due to the Coronavirus pandemic, these drop-in sessions will be replaced by additional virtual engagement events.
