What is Youth Work?
Youth Work is an education profession that focuses on informal learning, non-formal education, andthe holistic development of young people aged 11 to 25. The Learning and Skills Act 2000 places the statutory duty on local authorities to provide a Youth Service, which are inspected by Estyn. Youth Work sits in the Welsh Government Minister for Education and Welsh Language’s portfolio.The profession is underpinned by National Occupational Standards and staff are registered education professionals with the Education Workforce Council (EWC) at two levels: Youth Worker (the same level as teachers) and Youth Support Worker.
Youth Workers are informal education professionals who take a relaxed, friendly approach to support young people’s personal, social and emotional development. From being a shoulder to lean on, to offering new opportunities, to helping young people develop their voice and influence, we’re here for all of Monmouthshire’s young people.
Unlike other areas of young people’s lives, youth work is based on a voluntary relationship between young people and youth workers, where young people choose whether to engage. We take a person-centred, rights-based approach, grounded in respect for young people, inclusion and equal opportunity. Young people are at the heart of all that we do, and participate in decision-making, design and delivery to create a service that meets their needs.

About Monmouthshire Youth Service
Monmouthshire Youth Service’s purpose is to empower young people of Monmouthshire to thrive and shape futures
Monmouthshire Youth Service’s mission is:
- To enable young people to develop holistically, working with them to facilitate their personal, social and educational development, to enable them to develop their voice, influence and place in society and to reach their full potential (as outlined in the Youth Work National Occupational Standards, 2019).
- To deliver Youth Work that is based on a voluntary relationship between young people and Youth Workers, and is a universal entitlement, inclusive to young people within the age range 11-25.
- To respect the views and opinions of young people through their participation in the design, creation and establishment of services and provision which meet their needs and aspirations. Such provision is determined as a result of the participation of young people taking into account their requirements, desires, interests and aspirations.
Youth Work’s core values are:
Encouraging and supporting young people to become partners, share responsibility, and take the lead in opportunities and decisions affecting them and others
Education
Providing informal and non-formal learning opportunities that enable young people to build skills, knowledge, understanding, opinions and values for their personal development and fulfilment
Expression
Helping young people express their understanding, knowledge, ideas, opinions, emotions and aspirations
Empowerment
Supporting young people to build confidence, understanding and skills to exercise their rights and uphold responsibilities, respect others’ rights, and engage with issues affecting them and others
Inclusion
Helping young people understand and respect different characteristics and backgrounds, challenging oppression and inequality, and supporting young people through non-judgemental approaches and advocacy
Participation
Encouraging and supporting young people to become partners, share responsibility, and take the lead in opportunities and decisions affecting them and others

Projects
The SHIFT Project was set up in 2019 in response to young people identifying mental and emotional wellbeing as a key concern and area where more support was needed.
SHIFT offers support to young people with emerging mental health, emotional or wellbeing issues. This is to help young people develop resilience through non-clinical support, using youth work approaches in school and the community, such as one-to-one mentoring and small group work.
SHIFT youth workers provide person-centred, direct support tailored to young people’s needs. This is to help young people establish and maintain positive and safe relationships with a trusted adult, access support in their communities and develop cultural connections. SHIFT youth workers can also support young people to access information, advice and guidance, referring and signposting where necessary.
SHIFT is delivered across Monmouthshire in schools and communities, and it is open to young people aged 11+ through referral. As with all youth work, young people’s engagement is voluntary.
If aged 16+, young people can self-refer for support. If aged 11-15, a referral requires the consent of a parent or guardian.
