A man who continued to commit fly-tipping offences despite being subject to a criminal behaviour order has been jailed for 15 months.
Stewart Evans was handed a 10-year criminal behaviour order and a suspended prison sentence earlier this year following a string of fly-tipping offences.
The conditions of the order prohibited Mr Evans from removing any waste from the home of any individual, including garden materials.
The order also prohibited him from advertising to remove waste from the home of any individual with a view to receiving payment, in any media format.
However, in a flagrant breach of the order, and despite having a suspended sentence, Mr Evans continued to do both of these, illegally dumping the waste he had collected.
Following an investigation by the council’s waste enforcement team, Mr Evans was arrested once again and remanded in custody ahead of a trial.
At Newport crown court on Thursday, 6 November 2025, Evans pleaded guilty to three fly-tipping offences and sentenced to 15 months in prison.
Evans had previously pleaded guilty to twelve counts of fly-tipping between January 2023 and May 2024.
Newport City Council led a joint operation along with Torfaen County Borough Council and Monmouthshire County Council into Mr Evans’s offences, which included:
- Dumping household waste and fridge freezers in Wentwood forest
- Dumping large amounts of household waste at locations in New Inn, Abersychan, Pwll Ddu Mountain, and Ringland Shopping Centre.
- Dumping waste in Brangwyn Crescent, Newport
- Dumping waste in a commercial waste bin in Caerleon.
It was these offences which led Mr Evans to be handed the criminal behaviour order and suspended sentence earlier this year.
Evans was also previously convicted of fly-tipping offences in 2022, after which he lost his waste carriers licence.

“Fly-tipping is not only an eyesore in our county, but can cause a health hazard for our communities.
