Monmouthshire Unitary Development Plan
The adopted Monmouthshire Unitary Development Plan includes a planning policy mechanism for the provision of affordable housing in rural areas of Monmouthshire by making provision for the siting of small affordable housing sites in or adjoining villages on land that would otherwise not be released for residential development. These developments are known as ‘rural exception sites’ because they can be permitted outside existing town and village boundaries contrary to normal planning policies that restrict residential development in the countryside. The future value of any housing allowed under the exceptions policy will be controlled so that it remains affordable to other local people in the future.
Such housing does not necessarily have to be provided by a major developer or housing association. The County Council, in fact, wishes to positively encourage local people to build their own affordable homes to meet their own housing needs and welcomes single plot exception sites being put forward for consideration under this policy
