National Land Information Service (NLIS)

NLIS is a government initiative which carries the sole mandate of providing electronic official land and property information held by all Local Authorities in England and Wales, as well as other official sources of data, including HMLR, the Coal Authority and water companies.

The NLIS Hub acts as a gateway for conveyancers to access land and property information through one of the NLIS Licensed Channels listed below. The NLIS Hub is regulated by Land Data.

We maintain the Local Land Charges register and issue official LLC1 searches. We also compile/research information to answer the Con29 and Con29O Enquiries of the Local Authority.

LLC1 Form

The LLC1 form is used to requisition an ‘official’ search of the Local Land Charges Register from the relevant local authority and may reveal restrictions on the property that are binding on successive owners: e.g. financial charges, tree preservation orders, enforcement notices and listed building designations.

Con29 Forms (2016)

The Con29 form contains supplementary enquiries in respect of Planning, Building Control, Environmental Health, Highways, Compulsory Purchase Orders, Drainage and other matters of interest to home buyers.

The Con29 form contains the standard enquiries that are usually submitted to a local authority.

The Con29O form contains additional optional enquiries that may be referred to the local authority in particular cases, and upon payment of supplementary fee, depending upon the optional questions selected.

Submitting an Official Search – Postal Application

When submitting a full search application, please enclose the following:

A clear Ordnance Survey plan or equivalent in duplicate, showing the extent of the property/land and the surrounding area, in order to establish its exact location, ideally at a scale of 1:1250 with an Ordnance Survey map reference, or Eastings and Northings

The correct fee, a cheque or postal order payable to Monmouthshire County Council. Please note that searches may be returned or delayed if the fee is incorrect.

Email Submission of an Official Search (LLC1, Con29 and Con29O)

The official LLC1, Con29 and Con29O forms are not mandatory.

An email containing the full postal address or a description of the land to be searched can alternatively be sent to landcharges@monmouthshire.gov.uk. The email must contain a PDF copy of the plan showing the extent of the property/land, and the surrounding area, in order to establish its exact location. Ideally at a scale of 1:1250 with an Ordnance Survey map reference, or Eastings and Northings.

When submitted by email the search fee can be paid via BACS, credit or debit card, or cheque (however, the postal application search fee applies to a cheque payment even when the search is submitted by email). 

What is a Personal Search?

A personal search is a search of the Local Land Charges Register, carried out in accordance with the Local Land Charges Act 1975 and Local Land Charges Rules 1977.

A personal property search may be cheaper than an official search but you should take accuracy and completeness into account when making your decision.

As this is such an important document in the property conveyance process, the Local Land Charges Institute strongly recommends that a full official Local Authority search is always purchased.

To obtain Con29 information, where there is no statutory right to public inspection, a personal search company is required to submit a written or emailed application to the appropriate service/department, detailing the full text of the Con29 or Con29O question or other request for information. The personal search company will be required to identify the property/land and may be required to supply a location plan.

There may be a charge for providing this information.

No refund for a cancelled LLC1 only search.
