Monmouthshire County Council fully supports measures that help eliminate unlawful racial discrimination, and promotes equality of opportunity and good relations between persons of different racial groups.
Recognising the negative impact that racist graffiti will have on individuals working, living in or visiting the county, we want to ensure that prompt and effective action is taken whenever racists graffiti appears.
We also take a similar approach with regard to any other graffiti of an offensive nature, for example where the content could be offensive to any particular group, such as women, disabled people, or gay men and lesbians.
Procedure
Any member of the public or elected member may report racist graffiti (or other offensive graffiti) to the Council for the purposes of having it removed. An officer receiving such a report should complete the appropriate form and forward it to the local Area Manager.
Similarly, council officers should report any racist graffiti they encounter within the County in the same way.
Where graffiti is regarded as racist by any party, the Area Manager will contact the local police to ensure that they are aware of the content and location of the graffiti. A copy of the racist graffiti report form will also be forwarded to the police.
The Area manager is responsible for ensuring that the graffiti is removed within one working day (wherever practicable).
The Area Manager will send a copy of a report of racist graffiti with the action column completed to the Equalities and Access Officer, as a report of a racist
incident.
