Road Class
The road network is split into :
* Motorways - M4, M48
* Trunk Roads - these are Strategic routes such as A465, A40 etc.
* Principal roads - these are 'A' roads e.g. A48
* Classified roads - class 1, 2 & 3 (A, B & C)
* Unclassified roads - estate roads and minor country lanes
Maintenance Responsibility
The Authority is not responsible for all the roads in Monmouthshire - Motorways and Trunk roads are owned by the Welsh Assembly Government and are maintained by Capita Gwent Consultancy on their behalf.
Some of the Unclassified roads remain under Private ownership and maintenance is the responsibility of the local residents.
Highway Maintenance Service
As the highway Authority, Monmouthshire County Council is responsible for the maintenance of :
* All County owned roads & footways
* Highway bridges and structures
* Street lights & traffic signals
* Highway drainage system
The Authority is also responsible for :
* The improvement and widening of roads including measures to improve road safety
* Providing new street lighting (where appropriate)
* Provision of Traffic Management measures
* The coordination of the planned works that are undertaken by the utility companies (gas, electric, phone etc.) and the highway authority
* Highway emergencies such as snow, ice and flooding
* Various powers and duties prescribed by the Highways Act 1980 in order to provide a safe and serviceable highway network

Note :
The urban / rural split is determined by the speed limit :
* Urban - 40 mph or lower
* Rural - more than 40 mph
Private Streets
A private street is a street that is not maintained by the Authority. These streets are unadopted and are generally in a condition not meeting the standard required for them to become maintainable at public expense.
How do I report a problem on a private street ?
If the problem is thought to be a 'danger', for example a deep pothole that has suddenly appeared, the Authority can arrange to make it safe by placing barriers or road closures around the hazard. However, the permanent repair has to be carried out by the owner/s.

How do private streets get adopted ?
To get a street adopted the street must be constructed to adoptable standards. The costs of constructing a street to adoptable standards must be met by the street owners/residents. The Authority does not have a budget for helping to bring a street up to the condition required for it to be adoptable and cannot be of any financial help.
