When determining applications we will:
- Determine in accordance with the development plan unless material considerations indicate otherwise
- Reach decisions openly and as quickly and efficiently as possible having regard to all matters of public interest.
- Aim to determine at least 70% within 8 weeks
The development plan means the Gwent Structure Plan and the Monmouth Borough Local Plan. These documents provide policies for making decisions on individual planning applications.
As well as the its own policies, the Council must also take into account policy and advice set out by the Welsh Assembly Government in Planning Policy Wales and Technical Advice Notes.
When we refuse an application we will give clear reasons why it is not acceptable. We will be happy to discuss changes that may lead to a favourable decision on a revised application.
Planning Applications can be determined either by officers under delegated powers or by Planning Committee.
To speed up the process most decisions will be delegated to officers and do not have to go to Planning Committee. Officers consult with the Chairman, Vice Chairman and Opposition - those elected members can instruct that committee determines the application.
We aim to determine at least 70% of applications under delegated powers. The delegation scheme is available.
Planning Committee normally meets every second Tuesday at County Hall at 2 pm.
The agenda and reports will be available at County Hall and the One Stop Shops 3 working days before committee.
You can attend Planning Committee but will not be able to speak. Representatives of town and community councils may address committee.
We aim to issue decision notices within 3 working days. The decision notice gives advice on how to appeal.
