images A building can be listed because of age, rarity, architectural merit, and method of construction.  Listing ensures that the architectural and historic interest of the building is carefully considered before any alterations, either outside or inside, are agreed.

Monmouthshire currently has over 2000 listed buildings.  Most buildings are listed Grade II but those are of particular or national importance are listed Grade II* or Grade I.
 
The grades
The buildings are graded to show their relative architectural or historic interest:
• Grade I buildings are of exceptional interest
• Grade II* are particularly important buildings of more than special interest
• Grade II are of special interest, warranting every effort to preserve them

Alterations to listed buildings normally require Listed Building Consent and owners should contact the Planning Department to discuss proposals in advance.  Failure to obtain the necessary consent can lead to enforcement and prosecution. 

Listed Building Consent applications

Listed Building Consent applications should be submitted on the appropriate forms, which can be obtained from the Planning Department.  The application must include detailed plans of the building 'as existing' and 'as proposed' as well as a justification statement and other relevant information (e.g. structural survey, where applicable). 

We aim to determine applications for most works to Grade II listed buildings within eight weeks.  Applications relating to some Grade II and all Grade II* and I buildings will take longer as they must be referred to CADW before a decision can be issued.

Royal Commission on Ancient and Historical Monuments of Wales (RCAHMW)

This is the national recording body. Where demolition of a listed building is involved there is a statutory duty to allow sufficient time for the RCAHMW to record the building prior to the works being started.
