3. Candidate Site Register
As part of the pre-deposit stage of preparation, land-owners, developers and the public were asked to nominate ‘Candidate Sites’ for consideration for inclusion within the Monmouthshire Local Development Plan (LDP).
The period for the submission of sites was from 24th January 2008 to 25th April 2008.
The purpose for asking for the nomination of sites was to ensure that, if land for development is allocated in the Plan, realistic sites are available for potential development within the Plan period (up to 2021).
It is important to stress at this stage that publication in the Candidate Site Register DOES NOT confirm that a site will be taken forward for inclusion within pre-deposit proposals and / or the deposit LDP, nor does it imply any preference of the Local Planning Authority regarding its merits. This includes any candidate sites which have been submitted by internal departments within the Council. The Register is NOT a public consultation document; merely a statement of fact of the sites which have been submitted at this stage.
The Council is developing a Preferred Development Strategy that will be issued for public consultation early in 2009. If the Strategy indicates that further land is required for development in a settlement, the information provided on the Candidate Sites Questionnaire Form will be used to assess sites against the Strategy for their possible inclusion within the pre-deposit proposals and/or deposit LDP. This assessment will also include a Sustainability Appraisal of those sites.
An index of the Candidate Sites is provided. Sites are listed primarily by Town and then alphabetically by ward. The Register itself gives a location map of the site, together with limited information including the unique reference number, the site name, proposed use and size in hectares.
Copies of the actual submitted Candidate Site Assessment Questionnaire forms are available for inspection at the Council’s Planning Department only. Council Officers will not discuss at this stage any merits or otherwise of individual sites as this would be premature. Those sites which are being proposed for inclusion in the LDP will be made available for full public consultation at the pre-deposit stage.

Delivery Agreement
The Delivery Agreement for the Monmouthshire County Council Local Development Plan (LDP) was agreed by the Welsh Assembly Government on 16 November 2007. The Delivery Agreement includes a timetable for the preparation of the Plan and a Community Involvement Scheme that sets out the Council’s proposals for engaging the community and stakeholders in the process.
The LDP will supersede The Monmouthshire Unitary Development Plan, which was formally adopted in June 2006 and is the current development plan for Monmouthshire (excluding that part of the County within the Brecon Beacons National Park).
The LDP will contain land use allocations and policies for the period 2011 to 2021. If you wish to be kept informed of the progress of the LDP and be given the opportunity to participate in the preparation of a plan that will provide the direction for the future development of your County then register your interest now by contacting the Council’s Development Plan Team so that your name can be placed on the LDP consultation database.
