What about restrictions?

Tenants or owners can restrict access on up to 28 days a year (subject to conditions). There are also discretionary restrictions to restrict dogs during the lambing season. Those with an interest in land can apply for extra restrictions for land management, fire prevention or public safety. The Countryside Council for Wales and the National Park authority can also restrict access to protect sensitive wildlife, habitats and heritage sites.

Who deals with what?
Monmouthshire outside the National Park

The "relevant authority" that regulates and deals with requests for restrictions is the Countryside Council for Wales (Contact: Cardiff Office: Tel 029 2077 2400 e-mail openaccess_s@ccw.gov.uk or CCW enquiry line 0845 130 6229), except "dedicated" woodland where it is the Forestry Commission (Contact: Ann Moses, Llandovery Forest District Office Tel 01550 720394)

The County Council is the "access authority", which is a statutory consultee on longer restrictions and has new discretionary powers including, to erect and maintain signage and to improve means of access. We will seek to address any open access issues alongside public rights of way issues. (Contact: Ceri Hill Tel 01633 644861 cerihill@monmouthshire.gov.uk).

The Monmouthshire Local Access Forum is a statutory consultee for longer restrictions and has a general power to provide advice to the local authority and other agencies on the improvement of public access to land in the area for the purposes of open-air recreation and enjoyment (Secretary, Gordon Hill Tel 01633 644858 e-mail gordonhill@monmouthshire.gov.uk)

Monmouthshire within the National Park

The "relevant authority" that regulates and deals with requests for restrictions is the Brecon Beacons National Park Authority (Contact: Richard Ball Tel 01874 620464 email richard.ball@breconbeacons.org.), except "dedicated" woodland where it is the Forestry Commission (Contact: Ann Moses, Llandovery Forest District Office Tel 01550 720394).

The National Park Authority is also the "access authority" in the National Park (contact as above)

The Eastern Area Local Access Forum is a statutory consultee for longer restrictions and has a general power to provide advice to the national park and other agencies on the improvement of public access to land in the area for the purposes of open-air recreation and enjoyment (Secretary, Richard Ball Tel 01874 620464 email richard.ball@breconbeacons.org.)
