Section 47a of the Schools Standards and Framework Act of 1999, as inserted by the Education Act 2002, requires the Local Education Authority (LEA) to establish a Schools Forum.

The Forum represents governing bodies and Headteachers of schools maintained by the authority. The Schools Forums (Wales) Regulations 2003 prescribe the functions, constitution, meetings and proceedings of the Forum.

The LEA is required to consult the Forum annually on the exercise of it's functions in relation to schools budgets and changes to the financial scheme.

The LEA may wish to consult the Schools Forum on the financial implications of:

• Scheme for Financing Schools
• Schools Funding Formula
• Service Level Agreements
• LEA contracts for supplies and services
• Free School Meals
• Insurance
• Special Educational Needs
• Early Years
• Specific Grants

The Forum also receives information and updates on the annual budget setting process as part of the consultation function.
